Board Member
Dr. Coddy Carter
Dr. Coddy Carter is a Monticello native and 2007 graduate of Jasper County High School. He is also an alumnus of Georgia Southern—where he earned a Bachelor of Science degree—and the University of Alabama—where he earned M.A. and Ph.D. degrees. Dr. Carter has worked as a statistical analyst at the South Carolina Commission for Minority Affairs and the United States Army. He is currently a Clinical Assistant Professor of Curriculum Studies at Augusta University where he teaches courses on educational data science and education history.

Donna Jessup Major
Donna Jessup Major has a diverse foundation in the field of psychology. Since graduating with her Ph.D. in Educational Psychology from the University of Georgia in 1994 she has served in various positions as a School Psychologist, Lead School Psychologist, and District Coordinator. Prior to that, she was Assistant Director at Fisk Universities Counseling and Testing Center, where she graduated with her Master's in Clinical Psychology. She completed her undergraduate work in Psychology at Bennett College. Dr. Major is a proud member of Alpha Kappa Alpha Sorority, Inc.

Neta Weston-Harris
Neta Weston-Harris has diverse law enforcement and security experience in the public and private sectors. Neta spent the bulk of her career as a special agent for the Georgia Bureau of Investigation, where she was profiled in the CBS series Top Cops for her work in the Julie Love murder case. She has served as a mentor for students at Jasper County High School and a volunteer for multiple Visions in Action programs. Neta earned a B.A. in Government and International Studies from the University of South Carolina, a Senior Studies Diploma in Social Sciences from the University of Kent-Canterbury, and an M.S. in Human Resource Management and Development from National Louis University.

Stephen L. Simmons
Stephen (Steve) L. Simmons is a co-founder of Visions in Action (VIA). He is a 1971 graduate of Jasper County High School. Steve held executive positions of increasing responsibility in Mobil Oil Corporation and ExxonMobil Corporation. He has a BBA degree in Accounting from the University of Notre Dame. Steve has more than 30 years of leadership, operations, and management consulting experience in domestic and international ventures.

Jacqueline Bell-Smith
Jacqueline Bell-Smith owns and operates Angel Vision Consultants, Inc., a consulting firm for
Social Security and Veterans Disability applicants. She is a public arbitrator for The Financial
Industry Regulatory Authority. She has 15 years in public service as a member of the City of
Monticello City Council. Jacqueline is a 1968 graduate of Jasper County Training School, a
2013 graduate of Mercer University, with a BS in Criminal Justice, and a 2016 graduate of Ashford
University with a Master of Arts in Education.

Nanette Manning
Nanette Manning is the owner of Nana’s House Child Development Center in Monticello, Georgia. Nanette served as Director of Jasper County Board of Education Preschool from 2001 – 2018. Her education includes a Bachelor of Arts in Special Education from Bennett College, a Master's in Education from Troy University, and an Education Leadership Certification from Georgia College.

Robert C. Manning
Robert C. Manning is the owner of Manning Construction and Co-Owner of R&R Rentals and a 1979 graduate of Jasper County High School. Robert retired from Georgia Pacific Corporation after twenty-nine years as a Maintenance Worker and Veneer Processor.
Today, Robert hopes to build a future for his young sons and other young people in Jasper County.
